Subject Question, TPS switch continuity. Nissan Datascan

Message When I have it the "closed TPS" parameter reads "off" or "on"?
When my TPS voltage reads .42v the "closed TPS" reads ON
When my voltage is adjusted to .46v the "closed TPS" reads OFF.
I'm confused which it is that I want, following this procedure trying to idle out a high idle as best I can with a known boost leak possibly under the lower plenum.
